The Alabama Alternative Risk Alliance (ALARA) is governed by a dedicated group of officers and directors representing captive owners, risk retention groups, service providers, financial institutions, and other leaders within Alabama's alternative risk community. 

Together, ALARA's leadership provides strategic direction for the Association and works to advance its mission of promoting education, collaboration, professional development, and the responsible growth of Alabama's captive insurance industry.

Jennifer Haskell

Jennifer Haskell serves as Director of Regulatory Compliance for Risk Services, LLC, where she supports captive insurers and risk retention groups in navigating complex regulatory environments. Prior to joining Risk Services, she spent 15 years with the State of Alabama Department of Insurance, with her final five years devoted almost exclusively to the regulation of captive insurers and captive risk retention groups. Her regulatory experience includes financial analysis, examinations, insurer admissions, policy review, and compliance oversight.

She brings a regulator-informed perspective to governance, regulatory strategy, and responsible industry growth, working with boards, regulators, service providers, and industry leaders to translate regulatory expectations into practical and sustainable business practices. In 2026, she was named to Captive Review’s Power 50 “Ones to Watch” list, recognizing emerging leaders expected to help shape the future of the captive insurance industry.

Jennifer holds the Certified Financial Examiner (CFE), Certified Insurance Examiner (CIE), Certified Public Manager (CPM), and Health Compliance Professional (HCP) designations, and previously held the NAIC’s Professional in Insurance Regulation (PIR) designation. She earned an MBA with a concentration in Finance and a BS in Accounting and Finance. Jennifer brings regulatory depth, practical industry perspective, and a commitment to collaboration to ALARA’s mission of supporting the continued growth of Alabama’s captive insurance community.

Arnold “Bud” Curtis brings more than 50 years of experience in the insurance industry, with a focus on alternative risk transfer, captive insurance, and innovative risk financing solutions. He is widely recognized for his ability to design and implement customized insurance programs across a broad range of industries and coverage lines.

Bud currently serves as the Alabama resident director for American Builders Insurance Company Risk Retention Group, Alabama’s first licensed captive risk retention group. He also serves as an independent director for two additional risk retention groups and provides independent consulting and subject matter expertise on captive insurance and alternative risk initiatives.

He began his career with a regional brokerage, where he developed and managed a national insurance program serving the explosives industry. Throughout his career, Bud has founded and helped develop multiple insurance entities, including a risk retention group for LP Gas distributors and several workers’ compensation self-insurance funds serving industry and employer groups.

Bud holds Property & Casualty and Life & Health insurance licenses in Alabama and has extensive experience working with alternative risk programs throughout the Southeast. He earned a Bachelor of Science in Behavioral Management from the Georgia Institute of Technology and remains actively involved in the captive insurance community.

Lindsey Young graduated from Auburn University with a degree in Healthcare Administration and went on to earn her Master of Business Administration from the University of Alabama at Birmingham. She earned her Juris Doctor from Cumberland School of Law at Samford University in 2023, where she served as President of her law school class.

Lindsey serves as President and Legal Counsel of the Alabama First Responders Benefits Program, where she oversees program operations and claim administration in support of firefighters and first responders throughout the state of Alabama. She is passionate about service, transparency, and strong organizational leadership and is committed to supporting the continued growth and success of the organization and its members.

William "Larry" Shores is President and a shareholder of Shores, Tagman, Butler & Company, P.A., a nationally recognized certified public accounting firm specializing in the insurance, captive insurance, and self-insurance industries. With more than 40 years of experience, Larry has dedicated his career to serving insurers, captive insurance companies, self-insurance funds, risk retention groups, and other alternative risk organizations throughout the United States.

He earned a Bachelor of Business Administration in Accounting from Delta State University and is a member of the American Institute of Certified Public Accountants (AICPA) and the Florida Institute of Certified Public Accountants (FICPA).

Larry is widely respected for his expertise in insurance accounting, auditing, financial reporting, taxation, and regulatory compliance. Throughout his career, he has advised insurance organizations on complex financial, tax, and operational matters, helping them navigate an evolving insurance and alternative risk landscape.

With more than 20 years of experience in transportation insurance and alternative risk financing, he specializes in complex commercial auto risks, program development, and technology-driven risk management strategies designed to improve fleet safety, enhance underwriting performance, and reduce claims exposure.

Throughout his career, Joel has worked closely with motor carriers, fleet operators, brokers, and risk managers to develop innovative insurance solutions that address the evolving challenges facing the transportation industry, including nuclear verdicts and other emerging liability risks.

In addition to his leadership role at Polaris, Joel advises business owners, brokers, and risk managers on captive insurance and alternative risk financing strategies, including feasibility assessments, program design, implementation, governance, and long-term optimization. Joel resides in the Charlotte, North Carolina metropolitan area with his wife and three daughters.

Walt Black serves as Senior Vice President of Risk Management at Alabama Farmers Cooperative, where he is responsible for the organization's risk management, insurance, and alternative risk financing programs. In this role, he oversees the management of three Alabama-domiciled pure captive insurance companies: Alabama Farmers Insurance Company for Cooperatives, Inc., the second captive licensed by the State of Alabama; AFICC Bonnie, Inc.; and AFICC GPAH, Inc.

With more than 20 years of experience in risk management and over 12 years of experience in captive management, Walt has extensive expertise in captive governance, risk financing, and strategic insurance program design. His hands-on experience managing multiple captive insurance companies provides a unique perspective on the opportunities and challenges faced by captive owners and insured organizations.

Greg Cook

Greg Cook is President of Future Care Risk Retention Group, Inc. providing professional and general liability coverage for long-term care facilities. He is also a partner of HPC Financial Services, LLC, where he provides consulting, underwriting, and support services to captive insurance organizations.

Mr. Cook brings more than a decade of experience in the formation, management, and oversight of captive insurance companies. His background includes work with Aon in the Bermuda captive market and served as Vice President of Risk Services, LLC, where he supported a broad range of alternative risk and captive insurance programs.

Throughout his career, Mr. Cook has worked with single-parent captives, admitted carriers, risk retention groups, and segregated cell facilities domiciled across the United States, Bermuda, and the Cayman Islands. His client experience has focused primarily on health care and long-term care, giving him a practical understanding of the operational, regulatory, and governance considerations facing captive insurance programs.

He has also served as an officer and director on the boards of several insurance companies. Mr. Cook is a Certified Public Accountant and has completed the Associate in Risk Management, Chartered Property Casualty Underwriter, Associate in Claims, and Master of Business Administration programs. He has also completed the Associate in Captive Management designation and is a Chartered Financial Analyst candidate.

Based in Franklin, Tennessee, Gary and his team provide comprehensive service and sophisticated guidance to institutions, nonprofits, and corporations, including cash flow–driven investment solutions and specialized experience in the captive insurance sector.

Gary has more than 30 years of industry experience and holds degrees in economics, finance, and business management. He is widely recognized for his leadership and dedication, earning Forbes Best-In-State advisor status for ten consecutive years. Additionally, Gary is a Certified Treasury Professional, a prestigious designation awarded by the Association of Financial Professionals. He has earned leadership positions within Raymond James and throughout the industry. Notably, he serves on the Raymond James Retirement Plan and Institutional Advisory Council where he provides institutional investment policy guidance to the firm’s executive management team. Gary has also earned the rare qualification as a Raymond James Outsourced Chief Investment Officer (OCIO).

Brian Menendez

Brian A. Menendez is the Founder and Chief Executive Officer of Seren Specialty Insurance, LLC (SEREN), a program management company providing underwriting, claims management, risk management, and national distribution services for owned and contracted insurance entities. Under his leadership, SEREN has been instrumental in the formation, capitalization, and management of multiple Risk Retention Groups (RRGs), including Healthcare Professional RRG (HPRRG), Healthcare Professional Long Term Care RRG (HPLTC), Professional Transportation RRG (PTRRG), and Seren Hospitality RRG (SHRRG). Brian currently serves as President of HPLTC, PTRRG, and SHRRG.

Brian began his insurance career after earning dual degrees in Risk Management/Insurance and Finance from Florida State University. With more than 15 years of experience across the specialty liability industry, he is known for developing comprehensive insurance solutions for complex and specialized risks. His industry expertise, attention to detail, disciplined work ethic, and commitment to integrity have established him as a respected leader in the specialty insurance and risk retention group sectors.

Brian holds the Registered Professional Liability Underwriter (RPLU) designation and resides in St. Petersburg, Florida.

In 2025, he was recognized as a member of the Captive Review Power 50, reflecting his significant contributions to the captive insurance sector.

Michael Carey

Randal Ward

Randal H. Ward serves as President of Chantilly Risk Management, the first captive insurance company formed and licensed in Alabama following enactment of the Alabama Captive Insurers Act in 2006. Through his leadership of Chantilly and decades of involvement in self-insurance and association-sponsored risk programs, he has been a longstanding advocate for innovative risk financing solutions and the advancement of Alabama's alternative risk marketplace.

With more than 40 years of executive leadership experience in association management, self-insurance, employee benefits, and the automotive aftermarket industry, Randal has overseen complex benefit and risk financing programs serving businesses throughout the Southeast. His extensive experience working with associations, self-insured organizations, and member-driven programs provides a unique perspective on the role alternative risk structures play in supporting long-term organizational success.

A Certified Association Executive (CAE), Randal is a graduate of Troy University and the U.S. Chamber of Commerce Institute for Organization Management. In 2025, he was recognized as Troy University's Alumni of the Year.

Terry Young

Terry Young is an insurance and risk management executive with more than three decades of experience in traditional insurance, alternative risk financing, claims administration, medical cost containment, and captive insurance. He is the owner and CEO of Millennium Risk Managers (MRM), a Birmingham-based workers’ compensation third-party administrator serving trade associations, self-insured funds, group pools, individual self-insured employers, and the Alabama Insurance Guaranty Association.

Over his career, Mr. Young has acquired, founded, and operated multiple businesses across the insurance, healthcare, claims, and real estate sectors. He is also a co-owner of AlaMed, one of Alabama’s largest workers’ compensation PPO networks, and has been involved in the acquisition and operation of other healthcare provider networks serving employers and covered employees throughout the state.

Mr. Young has significant experience developing and supporting captive insurance and alternative risk transfer programs, including offshore and U.S.-based risk-bearing structures. In 2019, he developed the First Responders Benefits Program, which provides state-mandated cancer and disability coverage for Alabama firefighters, and the MRM Jail System Program, which coordinates healthcare services for county inmate populations. First Responders Insurance Company is an Alabama-domiciled captive insurance company in which he is a shareholder.

He holds the Certified Risk Manager (CRM), Certified Workers’ Compensation Advisor for Healthcare Professionals (CWcHP), Certified Insurance Counselor (CIC), and Certified Real Estate (CRE) designations and is licensed in more than 30 states. He has also served in leadership roles with the Captive Insurance Companies Association (CICA), including Chairman of the Board, and on the boards of the Alabama Utility Contractors Association, the Alabama Captive Association, and other civic organizations.
